9월 4일 조지아주에 위치한 현대차와 LG의 배터리 공장에 대한 대규모 이민 단속은 한국 사회에 큰 충격을 주었다. 거의 500명의 노동자가 구금되었고, 이 중 300명 이상이 한국 국적자였다. 한국인 노동자들은 약 일주일 후 귀국했지만, 이번 사건을 둘러싼 논의는 여전히 이어지고 있다.

The Sept. 4 immigration raid at Hyundai and LG's battery plant in Georgia sent shock waves through South Korea. Nearly 500 workers were detained, including more than 300 South Korean nationals. The South Korean workers returned home about a week later, but discussions about the episode continue unabated.
The impressions young people form while coming of age can endure for decades. How this generation of young South Koreans ends up viewing this unhappy ordeal could define the alliance between the United States and the Republic of Korea for the next 20 to 30 years.
The Korean War instilled an anti-communist worldview in the generation that lived through it and left many convinced that the U.S. was a trusted partner. But in 2002, the deaths of two schoolgirls who had been hit by a U.S. military vehicle unsettled those perceptions. And in 2008, months-long candlelight protests against U.S. beef imports shifted attitudes further.
Then in 2017, the deployment of an advanced missile defense system in South Korea brought sweeping Chinese retaliation, with the domestic tourism and retail sectors suffering heavy losses. For many young people, it was the moment they began to doubt China's intentions. Beijing's crackdown on democracy in Hong Kong also deepened the conviction that South Korea's democracy and China's authoritarian system cannot coexist.
Georgia was supposed to be a major success for the alliance. Hyundai and LG, both South Korean firms, were investing billions of dollars to build a plant that would employ thousands of Americans - a tangible demonstration of benefits only alluded to in speeches and treaties. Instead, the immigration raid highlighted just how empty political rhetoric can be. With its seemingly arbitrary enforcement, the U.S. destroyed a lot of goodwill.
South Korea has been an active ally, not just a passive recipient of U.S. aid. From Vietnam to Iraq to Afghanistan, Seoul has sent large troop contingents to serve alongside its American allies. And South Korea stands ready to do more in the Indo-Pacific region. The recent raid signals that Washington's interest in the potential benefits of deepening this alliance is lacking.
China, on the other hand, understands the threat a strong U.S.-South Korea alliance poses and has seized on the moment to try to sow doubt. State media is portraying America as an unreliable ally and an unstable place to invest. The U.S. should act quickly and decisively to undercut this narrative. Mishandling this case risks entrenching anti-American sentiment in South Korea.
To start rebuilding trust, the U.S. should create a visa program for South Korean technical specialists assigned to investment projects, modeled on arrangements already in place for Australia and Singapore. This would not be a concession. Rather, it would align immigration law with economic and strategic realities. Clear visa rules would reduce confusion, allow agencies to target real violations, and give companies and workers the certainty they need. In Congress, bills put forward by Rep. Young Kim (R-California) and Rep. Tom Suozzi (D-New York) are a step in the right direction.
From the Korean War to ongoing tensions in the Indo-Pacific, our nations have faced every challenge together. But an alliance cannot be sustained on shared interests alone. It must also embody the confidence that both sides are committed to fair rules. If managed wisely, this moment can transform economic cooperation into the cornerstone of a deeper partnership.
